You just clicked the Text tool to get a cursor and started typing right? Well what you should do is select the Text tool, and then click and drag a box to type in. You type inside the box and then you can justify it however you want. I've selected the text I'd like to justify. Yes, there are "returns" after each line, but I tried it without them and got the same lack of results. You can see vaguely under the character palette that all four "justify" buttons are faded-out, not click-able. As for the justification preferences, I have no idea how to adjust them. Don't just bang out dummy text without spaces. "sdsdlkfdlnggsdlsdndsngnsdnfdfdelsf" has no breaks and will read as one continuous word in the mind of Photoshop. "as fgdeg geg dasdd dgg d gadeg" has breaks that will allow line breaks and justification to be applied.
